"Certifications" on Relic cards

Recently I fell in love with the 2012-13 & 2013-14 Panini Stat Line jersey cards.
Both sets feature 25 card sets of rather large jersey swatches (and a prime variation) game dated to the "stat line" corresponding with the front of the card. Despite being just 1 year apart, the language on the back changes pretty drastically.

Personally, I am very skeptical when the language is purposely vague on these. If I'm going to add them to my collection, especially if I'm chasing an entire set, I like to know, without a shadow of a doubt, that these were game worn.

I am going to highlight the example I mean, and how the language changes below (bare with me as I've not added any photos to posts on here yet. Hopefully the text is clear enough to read) and would love to hear the community's thoughts on the matter.
Notice how on the 2013-14 relics the phrase "game worn" and "NBA Game" is completely eliminated and replaced with "enclosed material" and "personally worn"

Am I crazy to think they just had players wear a jersey on nights they played these games? Maybe this is par for the course with Panini. I know that as of recent, and especially in the Football world game used is more scarce than water in a dessert, but this was from their "golden age".

I started buying up 2012-13s and working on the set, but am hesitant to pull the trigger on any 13-14s until I am more certain they are actually game worn. Any insight or speculation is greatly appreciated.

Hoping WaxMuseum sees this and has some insight since he is the Sherlock Holmes of finding source material :)

I don't know if the timing lines up, but there were some major errors in 2014 Flawless football if I remember right. I figure some of the changes might be to cover them in case they happen again (this is pure speculation though).

I was not collecting then (came back during the Covid hype), do you remember what the issues were? The language still doesn't seem to cover them very much if there were a mistake, but again I'm very out of the loop with this stuff.

I would guess it's a CYOA move. I do think that jerseys for some of the older players / retired players are okay, but I'll add this:

I was thinking of picking up some Zion Williamson cards when I found out that Panini uses manufactured patches on jerseys that they cook up with the number 88 on them. I asked some guys after looking at some game used / patch cards of Zion and they told me about the 88 jerseys. I knew something was off when none of the patches even remotely resembled the number 1, but after finding out about the 88 jerseys, I looked at the patches again and sure enough, they looked like they were parts of the number 88.
